Missing authorization in Red Hat build of Keycloak before 18.0.0 allows remote authenticated users to obtain tokens for other clients. The token-exchange endpoint accepts a caller-controlled target client identifier without enforcing the target client's exchange permission. The disabled-by-default preview feature and a valid access token are required; a successful exchange grants access to services outside the client's authorization.
