Stored XSS via permissive multi-word milestone parsing

Stored XSS in GitLab CE/EE 8.3.0 through 14.7.6, 14.8.0 through 14.8.4, and 14.9.0 through 14.9.1 allows remote authenticated users to run script. The Milestone.reference_pattern regular expression accepts quoted multi-word milestone names without excluding markup, causing cross-project references to render attacker-supplied script. A low-privileged user must create crafted milestone content and a Markdown reference, and the script executes only when a victim views the affected issue or comment.
