Incorrect authorization in OpenEMR before 6.1.0 allows remote authenticated users with accounting access to download patient reports. The custom report endpoint omits the patients/pat_rep ACL check, while default accounting ACLs grant patient-report access. An accounting-role session is sufficient to read patient reports that the role should not access.
