Authenticated service interruption via unbounded Kroki rendering

Denial of service in affected GitLab CE/EE releases allows remote authenticated users to cause high CPU use via crafted Kroki markup. When Kroki is enabled, diagram rendering accepts a small, specially constructed payload without an effective workload limit and drives expensive rendering. A low-privileged account and an administrator-enabled Kroki integration are required; one malicious comment can prevent affected issues, wikis, or merge requests from loading normally.
