Guest trace disclosure via incomplete artifact authorization

Improper authorization in GitLab CE/EE before 14.8.6, 14.9.0 through 14.9.3, and 14.10.0 allows remote authenticated users to read job traces. Projects::ArtifactsController#download checks read_build but omits read_build_trace for debug-mode trace artifacts, so direct artifact downloads bypass the normal job-view restriction. Guest project membership and a CI job with debug tracing enabled are required; exposed logs can disclose variables and command output.
