Service degradation via excessive runner tags

Resource exhaustion in GitLab before 14.7.7, 14.8 before 14.8.5, and 14.9 before 14.9.2 allows remote authenticated users to degrade performance. Runner tag handling processes an attacker-supplied, extremely large tag collection; GitLab has not disclosed the specific code defect that permits the resource consumption. A low-privileged account able to modify a runner is required, and the documented consequence is performance degradation rather than data access or modification.
