Memory corruption via unchecked provisioning segment counts

Out-of-bounds write in Zephyr RTOS 3.0 and earlier allows remote authenticated users to corrupt memory through Bluetooth Mesh provisioning. In gen_prov_start, a Transaction Start PDU's SegN is accepted without verifying that it matches TotalLength, letting a later oversized SegO bypass segment checks and write beyond rx_buf. The attacker must be within Bluetooth range and able to participate in provisioning; the overwrite occurs only while a node processes provisioning traffic.
