Accounted-time disclosure via ignored display setting

Information exposure in OTRS 7.0.32 and earlier and 8.0.19 and earlier allows remote authenticated users to view accounted time. The External Interface Ticket Detail View renders accounted time even when ExternalFrontend::TicketDetailView###AccountedTimeDisplay is disabled. An authenticated external-interface user who can open an affected ticket can read time-accounting data that administrators configured the interface to withhold.
