Account deletion via missing capability check

Incorrect authorization in affected Moodle LMS releases allows remote authenticated users to delete accounts through bulk user upload. The bulk user-upload deletion path checks moodle/site:uploadusers but omits the separate moodle/user:delete capability before deleting selected users. Exploitation requires an authenticated role granted user-upload rights; it can remove user accounts despite an explicit denial of user-deletion rights.
