Course badge manipulation via site-only profile criteria

Incorrect authorization in Moodle LMS allows remote authenticated users to add site-only profile-field criteria to course badges. The badge-criteria configuration path exposes and accepts the profile criterion for course-scoped badges without enforcing its site-badge-only restriction. Access requires the moodle/badges:configurecriteria capability, granted to teachers and managers by default, and permits unauthorized badge-rule changes without reported data disclosure or service interruption.
