Improper authorization in Webmin before 1.990 allows remote authenticated users to alter which system users may access cron jobs. The cron/save_allow.cgi handler rewrites the cron allow or deny file from request data without first enforcing its $access{'allow'} permission. A low-privilege account with Scheduled Cron Jobs module access can grant or remove other users' cron access, but this flaw does not itself execute commands.
