Stored XSS via unsanitized shortcode usage

Stored XSS in Orchard Core before 1.3.0 allows remote authenticated users to persist browser-executable markup through shortcode settings. The Shortcodes administrator CreatePost and Edit actions stored the Usage field unchanged, and the shortcode picker later treated that value as HTML. Shortcode-management privileges are required; rendering the stored value executes markup in the affected browser session.
