Unauthenticated runner token theft via quick actions

Information disclosure in GitLab allows remote attackers to steal runner registration tokens through a crafted issue note. The notes endpoint serializes a Project model into JSON when ordinary text precedes the /move quick action, and that model includes runner tokens. No account is required in 12.10 through 14.6.4, 14.7.0 through 14.7.3, or 14.8.0 through 14.8.1; a stolen token authorizes runner registration and access to jobs assigned to that runner.
