Private-video interaction via missing visibility checks

Improper access control in PeerTube before 4.1.0 allows remote authenticated users to comment on or rate other users' private videos. The comment-thread, comment-reply, and video-rating validators accept an existing private-video identifier without invoking the visibility check that enforces access. A low-privileged account and another account's private-video identifier are required, and the demonstrated consequence is unauthorized comments or ratings.
