Password disclosure via quote-terminated masking regex

Credential disclosure in OpenStack oslo.utils before 4.10.1 and in 4.12.0 allows remote authenticated users to expose passwords in debug logs. The strutils.mask_password regular expressions stop masking at an embedded single or double quote, leaving the remaining password characters unchanged in serialized log text. Exploitation requires high-privilege access to supply a quoted password and access to debug logs; the demonstrated consequence is password disclosure only.
