Editor crash via command-window tab switch

NULL pointer dereference in Vim before 8.2.4428 allows local users to crash the editor by opening a crafted file. While the command-line window is active, tab-page switching can leave prevwin unset, and find_ucmd() dereferences it while resolving buffer-local commands. A user must open the file and trigger its embedded command sequence; the result is a Vim process crash without reported data disclosure or code execution.
