Improper rule matching in Puppet puppetlabs-firewall before 3.4.0 allows attackers to preserve unmanaged rules via duplicate comments. The iptables provider treats a rule comment as its unique namevar, so an unmanaged rule sharing a manifest rule's comment is mistaken for that managed resource. Exploitation requires both rules to coexist; Puppet then ignores the unmanaged rule, leaving unintended packet-filter behavior in effect.
