Service interruption via unclosed ancillary file descriptors

Denial of service in DPDK 19.11-rc1 through 22.03-rc3 allows local users to exhaust vhost-user slave file descriptors. The vhost_user_get_inflight_fd and vhost_user_set_inflight_fd handlers accept surplus ancillary descriptors without validating their expected counts, leaving the extras open. Control of a local vhost-user master is required, and repeated inflight messages exhaust the slave process descriptor limit and interrupt its service.
