Remote service crash via unchecked fetch state

Reachable assertion in Internet Systems Consortium BIND 9 9.18.0 allows remote attackers to terminate the DNS server process. A backstop timer can invoke resume_dslookup() after a forwarded DS-record fetch has already shut down, and the function fails to test that state before reaching an assertion. Unauthenticated network access to a recursive resolver that forwards the affected DS lookup is sufficient; successful triggering exits BIND and interrupts DNS service.
