Normal-user port-group modification via unprotected routes

Incorrect authorization in LibreNMS before 22.2.0 allows remote authenticated users to create, modify, and delete port groups. The port-groups resource routes sat outside the administrator-only route group, so normal-role requests reached controller actions without the intended policy gate. A normal LibreNMS account is required; exploitation changes port-group configuration but does not by itself execute code or interrupt the server.
