Private email owner disclosure via exact search

Information disclosure in affected GitLab CE/EE releases allows remote authenticated users to identify accounts from private email addresses. User search accepts an exact private email address as its query and returns the matching account's public profile through GraphQL, REST, or UI searches. Any authenticated account with a candidate email list can confirm registered users and associate private addresses with public profile information.
