Relay shutdown via unchecked DHCPv6 option length

Buffer overflow in SONiC 202111 dhcp6relay allows remote attackers to crash the relay through a crafted DHCPv6 packet. The DHCPv6 option parser passes an unvalidated option payload length to memcpy, producing an out-of-bounds write. Remote attackers on an adjacent network need no credentials and can crash dhcp6relay, shutting down the DHCP relay container.
