Local system crash via SCTP padding miscalculation

Incorrect numeric conversion in Linux Kernel before 5.15-rc6 allows local users to crash the system through an SCTP stream reset request. sctp_make_strreset_req allocates a reconfiguration chunk after padding the combined input and output lengths, although sctp_addto_chunk pads each segment separately, so subsequent writes can exceed the allocation and hit BUG_ON. A low-privileged local process able to configure an SCTP socket can trigger a kernel panic, interrupting the entire host.
