User redirection via unchecked Jira return URL

Open redirect in GitLab's Jira integration allows remote attackers to send users to an attacker-controlled URL through a crafted link. JiraConnect::UsersController assigns the return_to parameter directly to jira_app_link, and external_link renders it without validating the destination. Exploitation requires a logged-in user to open the crafted endpoint and click the link, after which the browser leaves the trusted site.
