Unauthorized public shelf creation via unchecked flag

Improper access control in Calibre-Web before 0.6.16 allows remote authenticated users to create public shelves via crafted requests. The create_edit_shelf function treated any truthy is_public value as permission to save a shelf as public instead of requiring the expected on value. A low-privilege account must reach the shelf-creation endpoint; the bounded impact is unauthorized sharing of library contents, with no evidence of service interruption.
