Administrator account creation via incomplete CSRF enforcement

Cross-site request forgery in YetiForce CRM before 6.3.0 allows remote authenticated users to create administrator accounts. Controller handlers could disable CSRF checks, and WebUI validated requests only when each handler's csrfActive flag was set. A logged-in victim must submit the crafted cross-site request; successful exploitation grants the attacker a new administrative account.
