Blind SSRF via omitted shared-address block

Blind SSRF in affected GitLab 12.0 through 14.7.0 releases allows remote authenticated users to query shared-address-space hosts. The lib/gitlab/url_blocker.rb address filter omits the 100.64.0.0/10 shared-address block, so repository-by-URL and other callers can direct server-side requests into that range. Project-creation access is sufficient for the documented path, and blind responses can disclose whether internal services are reachable.
