Receipt disclosure via missing expense authorization

Missing authorization in Crater before 6.0.2 allows remote attackers to download expense receipt files through the receipt endpoint. DownloadReceiptController returned the first receipt media for any route-bound expense without calling the expense view policy. No authentication or user interaction is required, and exposure is limited to receipt data obtainable by supplying a valid expense identifier.
