Unauthorized API token creation via missing permission gate

Missing authorization in Snipe-IT before 5.3.8 allows remote authenticated users to see and create personal access tokens. ProfileController::api() returned the account/api view without checking the self.api permission; the fix adds that Gate check and returns HTTP 403 when it fails. Any authenticated account could reach token creation even when administrators had granted no system permissions.
