Administrator account creation via forged user request

Cross-site request forgery in STVS SA ProVision 5.9.10 allows remote attackers to create administrator accounts via forged HTTP requests. The /users/create handler accepts state-changing POST parameters without validating the request or requiring a CSRF token. A logged-in administrator must visit an attacker-controlled site; the resulting request creates a persistent administrator account.
