Local service interruption via leaked OPP references

Memory leak in the MSM GPU devfreq driver in Linux 5.15 through 5.15.6 allows local users to interrupt service through resource exhaustion. When msm_devfreq_target handles an idle GPU, it returns after storing the target frequency without releasing the reference obtained by devfreq_recommended_opp. Low-privileged local access and an MSM GPU using devfreq are required; repeated idle-path frequency changes can exhaust kernel memory and disrupt availability.
