Service interruption via redundant GPU resource cleanup

Resource-release error in Linux 3.19 through 5.14.10 allows local users to interrupt service during AMD GPU driver teardown. The svm_migrate_fini path redundantly releases devm-managed memory mappings and regions that the device manager already frees when the driver disconnects, reaching devm_release_action after the resource was released. The flaw requires the amdgpu KFD/SVM path and driver teardown; it emits a kernel warning and causes a kernel panic when panic_on_warn is enabled.
