Kernel panic via skipped IPoIB namespace restoration

NULL pointer dereference in Linux kernel IPoIB cleanup allows local users to trigger a kernel panic during system shutdown. When a non-initial network namespace is deleted, default_device_exit() skips the IPoIB interface because rtnl_link_ops is set, leaving the device unrestored. Reaching the fault requires local control sufficient to move an IPoIB interface and delete its namespace; cleanup first warns and can later dereference NULL.
