Unauthenticated file disclosure via download path traversal

Path traversal in Franklin Fueling Systems Colibri Controller Module 1.8.19.8580 allows remote attackers to read internal files. The tsaupload.cgi download handler uses the file_name query value as a filesystem path without restricting parent-directory sequences. A crafted unauthenticated HTTP GET request retrieves files readable with root privileges, including /etc/passwd, without changing data or interrupting service.
