Interpreter crash via stale time-zone cache

Reachable assertion in JerryScript 3.0.0 allows local users to crash the interpreter by executing crafted JavaScript Date operations. Date.prototype.setYear changes the date value without invalidating the cached local time-zone adjustment, causing a consistency assertion in ecma_builtin_date_prototype_dispatch_set to abort. Execution of attacker-controlled JavaScript is required, and the consequence is limited to interruption of the affected interpreter process.
