Verification flag tampering via unrestricted REST field

Authorization bypass in ScratchOAuth2 allows remote authenticated users to mark owned applications as verified through its REST API. The patch() method in includes/api/SpecificApps.php decoded attacker-supplied JSON and accepted a flags key without rejecting owner-controlled changes. An attacker must authenticate and own the application, and the demonstrated consequence is integrity loss limited to that application's verification flags.
