Service interruption via unbounded language search key

Resource exhaustion in MediaWiki before 1.35.5, 1.36.x before 1.36.3, and 1.37.x before 1.37.1 allows remote attackers to interrupt service. The UniversalLanguageSelector languagesearch API passed an arbitrary-length search value to the language-name lookup without enforcing a maximum length. No authentication or user interaction is required, and a crafted request can consume enough server resources to deny service to legitimate users.
