Application crash via narrowed PCIDSK segment size

Heap-based buffer overflow in GDAL 3.3.0 through 3.4.0 allows local users to crash an application by opening a crafted PCIDSK file. CPCIDSKBinarySegment::Load casts a 64-bit segment size to int before subtracting the header, allocates a too-small buffer, then reads the full declared payload. Exploitation requires an application to open the crafted file; published scoring bounds the demonstrated consequence to an application crash.
