Authenticated privilege escalation via client-side authorization

Improper access control in Nokia FastMile firmware 3TG00118ABAD52 allows remote authenticated users to gain full administrator access. The web interface trusts a client-side is_ctc_admin value returned by login_web_app.cgi, so changing it to 1 exposes privileged functions without server-side authorization. Any low-privilege web account can then reach the configuration import function and alter device settings, including those enabling shell access.
