Application crash via oversized VVC reserved-bit count

Reachable assertion in tsMuxer git-c6a0277 allows local users to crash the application by opening a crafted VVC media file. VvcUnitWithProfile::profile_tier_level passes a gci_num_reserved_bits value greater than 32 to BitStreamReader::skipBits, whose assertion requires num to fit within INT_BIT. Processing attacker-supplied input is required, and the resulting SIGABRT interrupts the active tsMuxer process.
