Repository-layout tampering via improper Project Admin authorization

Broken access control in JFrog Artifactory before 7.31.10 allows remote authenticated users to alter repository layouts. Repository Layouts configuration accepts create, edit, and delete operations from a Project Admin without enforcing its Platform Administrator-only authorization boundary. Project Admin permissions are required; the demonstrated consequence is unauthorized repository-layout configuration changes.
