Application crash via short-lived update-hook closure

Use-after-free in rusqlite 0.25.0 through 0.25.3 and 0.26.0 through 0.26.1 allows attackers to crash applications via update_hook. Connection::update_hook accepts a closure with a lifetime shorter than the connection and retains it for later SQLite callbacks, so stack-borrowed data is dereferenced after destruction. Reachability requires the hooks feature, a non-move closure that borrows shorter-lived data, and a later database update that invokes the stale callback.
