Process crash via overly permissive callback lifetime

Use-after-free in rusqlite 0.25.0 through 0.25.3 and 0.26.0 through 0.26.1 allows attackers to crash a consuming process. Connection::create_scalar_function accepts a callback closure with a lifetime tied only to a temporary connection borrow, so SQLite can invoke it after borrowed stack values have been dropped. A consuming application must enable the functions feature, register a non-static closure, and expose a path that later invokes the SQL function; the demonstrated consequence is a process crash.
