Service interruption via malformed UTCTime slicing

Denial of service in simple_asn1 0.6.0 allows remote attackers to trigger a panic by supplying malformed ASN.1 UTCTime data. The from_der_ parser slices the UTCTime string at a byte boundary after only the first character is confirmed as ASCII, so a non-ASCII second character splits a UTF-8 sequence and panics. Exploitation requires a consuming application to pass attacker-controlled DER to from_der or der_decode, and the panic interrupts availability according to that application's panic handling.
