Remote node crash via dead-cell DepGroup

Denial of service in Nervos CKB before 0.40.0 allows remote attackers to crash blockchain nodes via a malicious transaction. A transaction can name a dead cell as a DepGroup in DepCells, and affected nodes crash when they process that invalid dependency. No authentication or user interaction is required; receipt of the transaction interrupts every affected node that processes it.
