Miner service interruption via conflicting cell dependencies

Denial of service in the ckb crate before 0.40.0 allows remote attackers to interrupt mining through conflicting transactions. During get_block_template, fee-rate ordering can place a transaction that destroys a dependency before another transaction that uses it, and the RPC fails instead of dropping the conflict. A node must hold both individually valid transactions in its pool; the resulting failure prevents the miner from obtaining a block template.
