Stored XSS via prefix-only external URL validation

Stored XSS in Gitea before 1.5.1 allows remote authenticated users to execute scripts in visitors' browsers via external repository URLs. The repository settings handler accepted external wiki and issue-tracker values after checking only an HTTP or HTTPS prefix, then stored them as visitor-facing links. An attacker needs permission to edit repository settings, and a visitor must follow the crafted link; script then runs in the visitor's Gitea session.
