S3 file access via logged pre-signed URLs

Sensitive information exposure in HTCondor 9.0.0 through 9.0.9 and 9.1.0 through 9.5.0 allows attackers to read and write S3 files. Schedd, Shadow, and Starter daemons place S3 pre-signed URLs in daemon logs and job ads instead of keeping those access tokens secret. Login access to a submit or execute host exposes URLs for all jobs on that host, while Schedd READ access exposes them for failed S3 transfers.
