Cross-user job control via secret disclosure

Information disclosure in HTCondor before 8.8.15, 9.0.x before 9.0.4, and 9.1.x before 9.1.2 allows remote attackers to obtain secrets. The SchedD and Collector disclose secrets through standard READ-level command paths; HTCondor has not published the underlying implementation error. READ authorization is sufficient, often without authentication, and the exposed secrets enable cross-user job control, data access, or executable injection as another user.
