Process crash via arrow-function binding assertion

Reachable assertion in JerryScript 3.0.0 allows local users to crash an embedding process by executing crafted JavaScript. In ecma_op_get_value_object_base, arrow-function this-binding resolution mishandles an environment record and supplies an invalid base value to a Boolean assertion. The attack requires the script to be executed, and the resulting internal assertion terminates the JerryScript process without reported data disclosure or modification.
